Manga is static, anime is video. Making anime is almost always teamwork.
In some Japanese anime studios, the key frame artists will produce the main / critical scenes, after which the tweeners will fill in the in-betweens to create the smooth motions required for 2D Japanese animations. The director almost always knows how to draw well, since he will have to 'correct' the artwork produced by many artists to ensure consistency. In some urgent cases, scenes may have been outsourced to freelancers, or special artists who specialize in drawing only motorbikes or mechas, in which case maintaining consistency is even more critical. But in this computer age, most tweening work are likely to be produced by computers. Some studios have a specific Character Designer to ensure all the anime characters produced look consistent or are in line with the manga originals.
This is just a part of the team, there are still animators (can be 2D or 3D), background artists, Photography directors, audio specialists, colourists, video editors, etc. As you can see, most of these technical job scope do require some level of artistic proficiency.
