Any person possessing such an animal must be a federally licensed exhibitor (typically a public zoo) or must possess a permit of some sort from the Department of Natural Resources.

There is an old myth about Maryland laws that "it is illegal to take a lion to the movies." There is no such law anywhere, but rather the illegality of doing that action is simply implied by the fact that owning one in the first place is illegal, and taking one into public in such a manner would violate the terms of any permit, not to mention the broad criminal act of reckless endangerment.
