Well if you mod the game I think so. Not normally though. If you have the game on PC you can mod it to allow you to play as any character you wish. e.g. You can change Excella Gionne to be Sheva. So in Story Mode Sheva will play the part of Excella. Or Warrior Chris could play the part of Wesker etc. Also, you yourself can play as any of these characters in Story.

The camera view? It can't be changed in resident evil 5 so, no. The above's right and wrong, you can actually play Resident Evil 5: Lost in Nightmares with the classic camera by interacting with the front door of the main hall (aka the starting area, i don't actually know, i've only seen a video with this hidden trick, i haven't played RE5) three times.
