Yes, it is possible to copy the files from a Nexus 7 to a computer via micro USB cable (or use an app such as Air Droid without the need of a cable), then transfer them over to another Nexus 7. You can also send files directly from one Nexus 7 to another one (or really any Android device to another Android device) either by NFC or Android Beam.
