Uta Ranke-Heinemann (Putting Away Childish Things) says that the whole of Acts of the Apostles, the New Testament 'book of history', is a simply a work of propaganda.

The Bible is a written book - an instructional manual if you will - on the history of man's do and don't actions and the resulting rewards and consequences. It also contains God's Plan for the Salvation of mankind and other information. As such, nature that the Scripture says God created, can tell us some things but not everything - this must come from faith and revelation of God Himself.

Nature shows us the absolute precision and creative handiwork of the Creator describing how creation, design and laws require a giver of each - a Creator, Designer, and Lawgiver. This is all part of what is called 'Natural Theology.' It has been much debated over the millennia as to how much information that it alone can provide mankind - some feeling nothing while others think only 'believers' can benefit form these 'truths' of God found in it. Still others believe it can and does prove God's existence without the aide of Scripture. This is just human nature (forgive the pun) on how we think of most things we do not know for sure.

There are many biblical verses that address the things in nature vis-a-vis the Creator God like Psalm 19:1-3, Acts 14:15-17 and perhaps the most quoted:

Perhaps the best answer would be that nature can and does provide basic truths to mankind. But it can only be fully revealed by God the Creator of all that is seen and unseen as Paul stated above.
