copyright of music belongs to the sound recording company, composer and lyrics writer if the music is quite old (mozart etc) you can publish it, otherwise it is a copyright infringement to publish music on YouTube without the owners permission

Provided you create the artwork yourself there is no copyright violation. However most cartoon characters are trademarked and it would be a violation of that trademark to distribute a likeness of that character without permission.
It is illegal because when you watch them on YouTube or listen to them on the radio, you have not copied them to have in your possession. When you download music, it is taking the music without paying for it and without permission from the copyrighted source. You cannot take it if it has a copyright because the copyright basically shows that it belongs to them. When you download music, you are violating the copyright terms and stealing the music from them without permission. Downloading music and just listening to it on YouTube or on the radio differs because in one instance, you are stealing the music to have for yourself for who knows how long, while the other lets you listen to the music for the moment and leave it there, not taking it with you when you are done.
