Yes, but you still need to enter your credit or debit card information to get an account to download songs/videos, etc. If you don't want to use your credit/debit card, you can purchase prepaid cards from various retailers like Kroger, Best Buy, Walmart, etc. A lot of big boc retailers sell them.
