I spoke to the one paint dealer I have confidence in and was told yes I can do exactly that i.e. put a latex (not sure about alkyd) two part epoxy coating over my concrete latex floor paint. First I sanded the surface to get a better bond and my next move is to clean the floor. As a suggestion be sure you have a concrete paint on the floor. If not you could have other problems which I encountered originally i.e. paint not adherring to the concrete in the presence of water. If you understand that concrete is a porous material that absorbs and has moisture in it, you then should also understand that this moisture will move toward the top surface of a concrete floor. This moisture will promote mold growth and will also destroy the bond of of most adhesives. Membrane coatings are prone to failure when this moisture carries alkali in concrete to the surface. You are much better off using a penetrating sealer such as "StableCrete" to waterproof the concrete. This product penetrates to form a solid in the capillary/gel-pore system of a concrete. This stops moisture migration and provides for a superior bond to the concrete.

I have had success clearing the white spots after the floor is cured by pouring very hot water onto the hard epoxy surface and letting it sit there all day. The hot water will penetrate any pores in the epoxy and moisten the concrete below.At first it will look like the water created dark spots on the epoxy, but the moisture eventually goes away. Wherever the moisture reached, the white spots become clear.You might have to add more hot water to saturate the concrete enough to reach all of the white spots.Saved us from having to redo the floors!
