I spoke to the one paint dealer I have confidence in and was told yes I can do exactly that i.e. put a latex (not sure about alkyd) two part epoxy coating over my concrete latex floor paint. First I sanded the surface to get a better bond and my next move is to clean the floor.
As a suggestion be sure you have a concrete paint on the floor. If not you could have other problems which I encountered originally i.e. paint not adherring to the concrete in the presence of water.

To repair a small crack in a cement garage floor use regular cement. Mix the powder with water to form a paste. Apply with a putty knife. Let it dry a little then cover with plastic sheet. You dont want it to dry to fast this may risk future cracking. Sprinkle with drops of water dailey until surface is perfect. Larger cracks use a latex cement.

No, there is nothing for the Epoxy to bond to. The latex is creating a "bond breaker." You will need to use a water based or water born sealer with at least 20% solid acrylic. DO NOT USE solvent based sealers over latex. It will wrinkle the latex.
