i would definitely not recommend that at all. chemical hair straighteners contain very strong chemicals and if any of it gets in your eye, you could go blind. even if it gets near your eye, you will feel it burn. try wetting your brows and smoothing them with your fingers while gently drying with a blowdryer.
You could do that but it would make sense to perm your hair, blow dry, and then put your hair in rollers!
You shouldn't do both at the same time. If you put a permanent relaxer in your hair, you should wait at least 2 weeks to put highlights in your hair. If you have highlights in your hair before you put the perm in, you should wait several weeks while you put a deep conditioner in your hair.

Rule #1 : no wetting including washing & swimming 5 days before putting a perm in it. Chances are the chlorine would still be in your hair and will react to the perm chemicals and result in hair loss and or the perm will not take to your hair. Also no wetting 24 hrs prior to applying the perm or the chemicals will not take to the hair and it woukd be a waste of time.

You will have to wait until it has completely grown out of your hair. For example: if you hair is 5 inches long you cannot put in a perm until those 5 inches have grown out and been cut away.
