I'd say definitely not.
There are different species of hamster & Syrian's a re highly territorial & would attack another hamster placed in the same ball (after age 8-10 weeks).
The other species of hamster are all of the 'dwarf' variety. Although more sociable I'd suggest that if the hamsters were trying to go in different directions it would be possible for them to get hurt when the ball moves.
