No it is a gear to gear timing system.
The cam gear and the crankshaft gear both have a dot on them align those two dots as you are installing the chain and gear set...the two dots should be facing one another this will be tdc there is no adjustment of the distributor for a vortec engine so this alignment is critical.
There's NO WAY the timing chain and gears are bad in a 2003 model truck. I don't know what kind of problem that you are having, But I rest asure you it's not the chain and gears. Need more info about your problem.

This engine does not have a timing belt, it is gear-driven. Possibly, you have broken gear teeth, causing the timing to be out of order.
