I imagine if you bought a base it kinda looked liked you water colored the wall!!!!!!!!!!! well depending on what type of paint you used you should still be able to paint right over that with the same paint type. but priming it first with a Valspar new construction primer ($11-14) wouldn't hurt

You can not put oil paint over latex paint. Oil is a rigid coating and latex is a flexible coating. When you put a rigid coating over something that is flexible the rigid coating cracks off.

Lacquer can cause the paint to bubble or crack due to the very hot solvent that is a part of lacquer. If you want a clear coat over paint, a better choice is spar varnish over oil base paint and arcylic urethane over latex.
This is NOT advised. An oven gets hot and house paint is not made to withstand high temperatures like that. House paint may smoke when it is heated up and put fumes into the home.
