The problem why re freezing food is bad for us humans is because, bacteria is able to grow faster in normal temperature. Therefore re freezing is unhealthy because bacteria already started multiplying in the short span of time that the meat was not cooked. Ive been reading that bacteria cant necessarily hurt dogs because they have a shorter digestion time and there fore raw meat is healthy and better for them.
