You need to save your file as AIFF from garageband to be able to open it in Mixcraft. Mixcraft cannot open native garageband files.

Mixcraft has more editing capability, but does not have the ease of use or quality virtual instruments that Garageband does. In addition, Mixcraft is only for Windows, and Garageband is only for Mac.
A snes emulator won't record voice because it doesn't do that, it plays Roms. To record your voice download a sound recorder, audacity works great, then record game and voice then just sync them while editing afterwards.
