No, not necisarily. They can be cleaned, but not refurbished. Salt cells generally only last 2-5 years, depending on how much they are being worked. Running them at 100 percent will shorten it's life span. High pH will do the same. Cells can be very expensive, I'd do everything I can to find out how long your warranty was for.
the usual pool pump to move water through the salt cell , the salt cell itsalf consisting of an anode and a cathode, and the power transformer or control panel to supply power to the salt cell ,, in some cases the transformer is made inside the salt cell.
The only reason to use salt in a pool is so that it can be broken down by an electrolytic cell, into chlorine. There is absolutely no reason to use salt if you dont have a salt system.
A salt water pool has a chlorine generator on it that turns sodium chloride into chlorine gas. The water in the pool is not like the ocean, you can't taste the salt and it doesn't sting your eyes. The water isn't as harsh on clothing, eyes, skin and hair as chlorine is.
The pool panel has to be repaired in order to indicate the correct level of salt.

Salt water pools should be maintained between 3000 and 4000 ppm. More salt than this will cause excessive scaling around the tiles and salt cell. Less salt will not produce enough chlorine gas to sanitize the pool.
simply buy the required amount of salt for the pool from a pool shop or other salt supplier and and toss it in the water.
You do need to add something to your already existing filter system that changes salt into chlorines so that it sanitizes your pool. The name of that device is a salt water generator. It consists of a cell plumbed in after your filter and an electrical control system that monitors the cells performance.

No. The salt is left behind in the pool , with the salt concentration becoming higher.
If you have a salt water pool then you have a chlorine generating system. In a salt water pool through an electric process, the sodium turns into Sodium Hypochlorite. (Chlorine / Bleach ) Now to answer your question: With a chlorine generator system the majority of expense is up front with the unit itself and then when you have to replace the cell. A cell will usually last about 5 years. With chlorine you simply pay for the chlorine as needed. I've had some customers (the Lady's say the salt makes there skin feel smoother.
