A small nail hole can be fixed with a self tapping screw screwed into the hole. If you can turn the water off and it is a copper pipe you can also solder the screw in place. This would also work for a plastic pipe. You may need to seal it with a silicone gel similar to those products that seal around a bath. Otherwise cut pipe in half and get a compression coupling or flexible pipe repair section from Screwfix.com in the UK.
If the hole is clear of the concrete get a little bit of pipe 25mm or an inch and cut it along the length so that you have a ring that opens up. Get some PVC primer and PVC solvent cement . use the primer to clean the outside of the pipe with the hole in it and the inside of the patch. put solvent cement on the pipe around where the patch is going. stretch the ring so it opens up and covers the hole and hold it in place. you can do this with a suitable hose clamp. wait a couple of hours before use. if you can reach the inside of the pipe you can use a similar procedure,
solder it or cut it out and install new pipe. making sure when you cut you make cut where the pipe is still round and use fernco apts. to put back together. if it is in a tough place to do, best to get a plumber

First isolate the area that needs repair and drain it. If it is only a hole in a PVC water pipe Get a piece of pipe the same size and cut it in half along the length. Clean both the pool pipe with the hole in it and the new piece of pipe with primer then put PVC solvent cement on both the patch and the pipe and hold it firmly in place until the solvent cement has set, To save you having to hold it in place you can get one or two hose clamps to do the job for you. If a large section of pipe needs replacement, cut out the damaged pipe and replace with similar pipe and connectors.

The water in your pipes is under pressure so that it comes out of the tap when you turn it on. If there is a hole in the pipe (i.e. a leak) then the water will come out under pressure, the same as if you turned on your tap - if this hole faces upwards then there will be a jet or water like a fountain. If copper, drain the water out of the pipe, clean the spot and solder over the hole. Steel, either replace a section of pipe, take apart and reassemble making sure the joints have enough dope or teflon tape on them to seal.
There might be rules and laws involved in this, but generally when a pipe gets a hole in it corrosion is the reason and a replacement is cheaper and the correct way to do it. If the pipe had some mechanical damage like driving over a sharp object a weld repair is possible and can work fine. Nothing lasts forever.
