A person with basic knowlege of auto repair and basic auto hand tools can remove and install one.
Plan on bleeding a little and swearing a lot.
Once it is out, you may need specialized tools to replace bushings and test components.

On my 1990 Voyager, the transmission has a "safe," or "limp" mode. If something is wrong with the trans, it will not shift out of second gear. This is supposedly to allow you to drive to the repair shop at a reduced speed.
There are seals under the valve cover that need replaced to repair oil on the spark plugs.
There is no safe way to repair a plastic fuel tank, you must replace it.
This code indicates a problem with the vehicle speed sensor. Check the wiring and if it is good replace the vehicle speed sensor.
If you had a manual transmission, it would be easy to bump start. It may be possible with an automatic (depends on a number of things), but if yours requires you to apply the brake in order to shift from neutral to drive, you'll have to disable the park safety switch. But, all in all, the best way to go about it is to replace the starter. It's a pretty simple repair.
Do it yourself and save yourself the money. Shops like GSF will sell you the starter motor, and there are plenty of instructions on the internet on how to do it, it is not a complex procedure.
