The front bumper on a 1984 Corvette is held on by several mounting screws, bolts, and clips. There are bolts which hold it to the steel frame under the bumper which need to be removed. The mounting screws will also need to be removed. Once all the hardware is off gently lower the bumper pulling off any left over clips.
It should be behind the front bumper, in the front part of front left bumper.

Aplly parking brake and raise and support on jackstandsdisconnect the negative battery cable.If equipped with airbags disconnect positive battery cable and wait 10 seconds before proceedingWorking under the vehicle,detach the screws securing the sides of the right and left front fender protectorsDetach the clips securing the front bumper protectors to the wheel wellRemove the clips and protector securing the front bumper to the hood cross bracePull the bumper assembly part way out from the vehicle and disconnect the fog lamp and side marker electrical connectors.And remove the front bumper

1. Remove upper grill cover clips. (1 on each side by the fender, and two in the middle by the hood release)2. Remove 2 Philip screws, 1 on each side of bumper by the tire.3. Remove the bumper clips below the vehicle.4. Using an Allen key, unbolt the two bolts holding the bumper left. They are located on top of the bumper, in the middle of the front by the hood release.5. Slow pull on one end of the bumper, moving your hand closer to the middle of the front of the car. Then do the other side. * Raise and support the fron of car securely on jackstands * Disconnect the bumper fascia from the left and right wheel well splash shield * Detach the bumper fascia from the fenders by removeing the two bolts * Disconect the bumper fascia from the front impact bar * Before removing the bumper fascia unplug the electrical connectors for the turn signals and parking lights * Remove the bumper fascia * To remove the front bumper energy absorber drill out all nine pop rivets * To remove the front bumper impact bar simply remove the four impact bar retaining nuts * Installation is reverse of removal.If you removed the absorber you will need new pop rivets
behind the front bumper on the left hand side roughly in front of the radiator.
Remove the left fender panel in front of the wheel well. It is located between the fenderwell and the front bumper. Usually 8 sheet metal screws need to be removed.
