On a 1995 Monte Carlo, the fuel pressure regulator is located on the right side of the engine. The regulator is on the lower right hand side of the cylinder valves.

Which regulator? The voltage regulator is INSIDE the alternator. If that regulator has failed you can either rebuild the alternator (don't even try unless you're experienced), or you can simply replace the alternator. The fuel pressure regulator is near the rear of the engine, drivers side. Just get a new one, pop out the old one, clean everything well and put the new one in it's place.
The pressure regulator is located on the pass side of the fuel rail. It has a snap ring on it and all you have to do is take the snap ring off and pull it out. The fuel pressure regulator on a 1995 Eagle Talon non-turbo is an integral part of the fuel rail and is replaced as a unit.
Hi. It is located behind the TBI right where the two fuel lines go in. To replace it you have to remove the carb, and remove the top and lift the whole top off, under there you will see the regulator.
It is in the throttle body.

Remove the air cleaner outlet tube(s).4. Remove any necessary components to access the pressure regulator.5. Disconnect the vacuum hose from the pressure regulator.6. Remove the pressure regulator attaching screws.7. Remove the pressure regulator from the fuel rail.To Install8. Discard the O-rings on the pressure regulator and replace them with new ones.9. Lubricate the O-rings with clean engine oil.10. Install the regulator into the fuel rail and tighten the retaining screws.11. Connect the vacuum hose to the regulator.12.
