Can you repo a car on a military post without permission from the owner or anyone else in other words steal it?

NOPE, since 9-1-1, you cant even get on post to 'steal' IF you were dumb enough to try. Why should you? All you have to do is go to the MP, show paperwork and they bring the car to you. Never had them refuse yet.
