Make sure to include a link to the user's contributions when you report.
If you see an answer by an ID member (ex: ID29486027) it is an unregistered, anonymous user on WikiAnswers.
An ID is an unregistered WikiAnswers user, and is a guest contributor to WikiAnswers. Any guest is allowed to ask or answer questions, and it is just part of the rules.
Unfortunately there is no way transfer contributions made as an unregistered user to a registered WikiAnswers account.
I note that you are an unregistered user and therefore would not have a profile on WikiAnswers for anyone to look at.
There is no accurate answer to this but I believe that there are more unregistered accounts that contribute either because they don't have an account, or they have forgotten to log in.

If you see a user that is answering multiple questions incorrectly (or violating our Community Guidelines in any other way), please report the user via the "Report Vandalism and Abuse" section of the Community Forum. A Supervisor will then deal with the Vandal ASAP.
Yes, the WikiAnswers site is very user-friendly.
Yes, unregistered users can answer questions on WikiAnswers but only registered users are able to edit answers.
There is normally no way of knowing if an unregistered or non-signed in questioner has returned to read an answer.
There isn't a 'best user' on wikianswers. There is only those who have lots of contributions.
