using three 2-barrel carbs, or triple duece as mechanics call it, can be done with a triple duece intake manifold. fairly easy but not really cheap. an entire setup with new intake manifold and three new two barrel carburetors can be cought for about $3200, very pricy. if using a used setup, it will take alot of time and patience to tune all three carbs.
but in short, yes it can be done

The 283 has a larger bore diameter, so use the 283 head gaskets.

I would say a 500 CFM but no bigger than a 600 CFM. I don't know if you are looking for an answer on flow (CFM) or just a generic answer like "two barrel" or "four barrel". As I recall, in 1963 the 283 was only offered with a two barrel carburetor. I believe the rated horsepower was 195. The carburetor was either a Rochester or a Carter. Flow was likely not more than 400CFM.
230 cu. in. six was standard and I believe the 283 V8 was an option.
not sure of the horsepower but you will gain about 10 more horse with a 4 bbl.
