It's technically possible, because there are such companies. If you're asking if it's something you personally could do, probably not, if you need to ask questions like that.
The fact that you're so careful to specify "legal research chemicals" makes me think there may be a nudge nudge, wink wink, know what I mean? implied in that phrase also, which is another strike against you.
You would have to abide by all import/export regulations. The fact that the business is in Canada would not, for example, allow you to freely distribute controlled substances in the US
