Its a very good safety feature. I would not disconnect the feature. When you need it in neutral or another gear without starting the car just press this button.
Remove the linkage off of the trans and shift it there.

When pressed, it allows the shifter to be moved from park to any other gear without turning the key and depressing the brake. This allows your car to be put in neutral without having the keys in the ignition.
You can move the lever. But without pressure from the transmission fluid pump run by the engine, the only thing that will happen is the park latch locking and unlocking the drive shaft. Incidentally, this is why you don't stop the engine when trying to stop without brakes. Without pressure from the pump, the transmission shifts into neutral, no matter where the gearshift lever is. Instead shift down one gear at a time, letting engine braking slow the car. Then turn uphill and shift into park when the car comes to rest.
Your car has an automatic transmission which includes a "neutral safety switch" to prevent the car being started while the shifter is in any position except "neutral" or "park". If manual transmission, depress the clutch and move the shift lever into neutral. If automatic transmission, you will need the keys to unlock the shifter mechanism. There is no other way around it. As a side note, you will not be able to removed the key in neutral either as it must be in Park. Either way, with the auto trans, one is hosed.

yes, the shift linkage has a switch to only allow the car to start in either park, or neutral. All automatic transmissions have a neutral safety switch. It is misadjusted or defective.
Do you mean shift gears because that's a stick shift, otherwise im not sure this is right but neutral is when the car is at the mercy of the environment sround it because the wheels are not locked like they are in park but the car can't drive
If you do not have your car turned on the vehicle will not shift out of park. You also have to have your foot of your brake.
