National forests allows target shooting within reason. No shooting within 100-150 yards of a camp, no shooting near a water source. Most have ranges to try to keep shooters in a specific location The law actually specifies that they be used to allow for target practicing of the public.

Depends on the regulations of that park- Here in Virginia, hunting is allowed in some state parks. You will need to check the regulations for the state and park you are looking at- most are available on-line.
