Yes you can, BUT... Assuming your 12 Bore Fox B is in perfect working order like mine, just acquired it at 30 years old & still brand new, complete with advice stickers,(remains of), & having been proved in Birmingham,(U.K.), proof house @ 1200 Kgs magnum proof in the late 1980's, & all for a mere £250 / $500, the list price in the late 1980's...........................(I'll bet you can hear my grin?). If your Fox B has chokes of Modified (0.20") constriction or less, then all but the largest sizes of shot ;(larger than English 3's/USA 2's),are safe for use in heavy &/or high speed loads, but MUST use a compressable steel shot wad to fully contain all shot in the load, or you'll be looking up the term 'rivelling' in your favourite gun book. So it's OK for the duck loads, but not for the geese as yet, but have faith, somebody's beavering away, trying to find out more....... The Savage Beast of Artleknott.

For regular steel targets which you're not trying to shoot through, you typically use regular FMJ ball ammunition, and only fire loads recommended by the manufacturer for the specific target.

I myself would not shoot steel shot through your fine winchester model 12 shotgun.I suppose that there are some out there that will simply say yes to your question,but the fact remains that the steel at the time of your shotguns production was never meant to be shot with steel shot.I would buy a newer shotgun made since 1990 or so and shoot all the steel shot through that shotgun.These can be found for around 200 dollars or less and this will preserve the fine model 12 winchester for upland birds and rabbits.
