Whether passengers may ride in a trailer or not is subject to varying by state laws, but, generally, most states prohibit it. Even in states which don't, it's a very ill-advised thing to do - unlike the tow vehicle, which is reinforced to protect the occupants in the event of a crash or rollover, a trailer is not, and offers no protection to occupants in such an event.

To the best of my knowledge, if a state allows it, there has to be a form of communication between the tow vehicle & RV.
