If u wanted to make icing then icing sugar is better to be used. But if only sugar is available then you must melt it down in a saucepan.. Search it on Google for how to do it as I'm not completely sure. I Just use icing sugar

Basically, icing sugar is the same thing as powdered sugar so it doesn't really matter which you use. I've been decorating birthday cakes and wedding cakes for a very long time and have been using powdered sugar for all these years and making homemade icing, and never once have gotten a bad critique on my icing or my cake for that matter. No. you see, regular sugar is more grainy and is not good for icing. Confectioners' sugar (icing sugar) is good for icing, because it has the power to bind up the water to it and absorb If you were to take a half cup of icing sugar and a cup of sugar, with a small amount of water, the icing sugar will absorb it better, while the sugar will just dissolve into a syrup

No, in most recipes icing sugar and white sugar are not interchangeable. Cornstarch is added to icing sugar, and it is much finer than white sugar.
