Yes, it will just make whatever you are cooking thicker. Sometimes that is a good thing, but sometimes you don't want that.
yes
Evaporated milk mixed with equal parts water. Reconstituted powdered milk. Soy milk. There are probably others but it would depend on what you plan to use the milk for and why you want a substitute. If you just don't want the milk fat, use skim milk. If it's for a recipe where the milk fat is needed for the recipe to work, there might not be a substitute.
If you do not have half and half you can substitute with one of two things. Fist if you can use milk, though this will not be nearly as creamy and can effect both the taste and texture of what you are making. Alternatively, if you have heavy cream you can mix the cream with low-fat milk for homemade half and half.
Whole i think!
You can use whole milk (Vitamin D) in place of evaporated milk, but it will require simmering longer and more milk than called for. There is no exact measure for it, sorry. you can also use half and half to substitute, but it can be a little more bland or not as rich, so you might want to add some heavy cream, butter, or sour cream.
You can if you pick the right kind.
Drinking milk in moderation can be healthy.
In most cases you can substitute half and half instead of milk. This will make your no bake cookies richer.
"Half and half" is half milk and half cream. All the cream is taken from the milk and then a 1:1 ratio of fatless milk and cream are mixed. half and half has more fat than whole milk, so they are not interchangeable.

It depends on the recipe but, most of the time, yes you can but it won't be as rich or creamy as it would with whole. If you don't want as much fat but similar creaminess, you could always use half and half.
