If you commit a crime in Another Country from which you live, you can be arrested there. However if you return to your home country than the charges are null and void. But if you return to the country in which you commited the crime you can still be charged. The other senario is that your home country can "exterdite" you wich means sending you by police force back to the country in which the crime was commited so you can be charged. If you are from USA and commit a crime in France and are taken by the police then you are sent to their prison and the USA negoiates your release into American custidy. If you are on the run in France and from the USA then go to the American embassy because the land it is on belongs to America and the French can't touch you there.

Yes you can. But you must follow your states code of civil procedure carefully. Usually this would be a civil case matter and not smal claims. Laws and or court rules may differ for each jurisdiction so make sure you follow them to the letter so your case is not dismissed in favor of the defendant on a technicality.
