If you bought the game from steam, no. and if your trying to put a game on your computer and it keeps adding to steam, than un-install steam while your trying to install the game.

If you wanted to, both of you could play in Offline Mode. However, both of you cannot be logged into the same Steam account at once while in "Online Mode" (connected to the internet). As far as I know, if one of you were to log in to play the game online (to earn Steam achievements for example) while the other was already logged into that same account on another computer, the person that was currently online would be booted from that Steam account with a message. So if both of you want to play it at the same time, at least one of you will have to play it while in Offline Mode. If you wanted to share a multiplayer game that's on the same Steam account, you would have to take turns, since both of you cannot be logged into the same account at once while online.

un-install the game and then you have to re-download it from steam , it then updates itself and you should be ok to play it after that.
