Skyrim uses Steam for distribution, copy protection, and the Steam Workshop ... and nothing else, since it's not an online multiplayer game.
You can launch Skyrim through Steam in offline mode and play just fine.
You can also navigate into the game's folder in the vicinity of SteamApps/Common to launch the game manually without Steam.
So no, the internet is not required to play a single-player offline game. If you're not logged in, though, your Steam achievements might not update ... like anybody really cares about your Steam achievements.
