However, butane fuel canister refills (other than one inside the iron) are banned.

I haven't been able to find anything on the TSA website about butane hair curlers, but the TSA website says that, as of 2011, some butane lighters are now allowed (see link below).
Since (some) butane lighters are permitted, and butane hair irons are safer than butane lighters, common sense would suggest that butane hair irons will also be permitted.
