I have. I have completely taped and envelope for fear my envelope may tear and my letter/ personals fall out. Mailman hasn't complained yet and I've don't this several times.

You can NOT. It voids the postage, and the item will likely be returned to you. (Otherwise, the postmark could just be wiped off the tape, and the stamp reused.)
