You can NOT. It voids the postage, and the item will likely be returned to you. (Otherwise, the postmark could just be wiped off the tape, and the stamp reused.)
I believe that Elvis was put on a postage stamp. A handsome stamp, that was. Also, Marilyn Monroe received that honor,.
a stamp
The standard in most countries is to put the postage stamp (or the meter printing) in the upper right corner.

It depends on how heavy the tape is once it is packaged and wrapped. You have to send it out through Ups or FedEx they will tell you exactly how much it will cost if anything. The reason is you have to not only put a stamp on it but if it weights over a certain limit you have to pay but it wont be more then a few bucks. As much as the lady at the postoffice tells you it costs.(Bring about $5.00 to the postoffice when you go.)
That is what you do with a stamp, put it on a letter to pay for it to be delivered. You always use the postage from the country you are mailing the item in.
That is what stamps are for, to pay postage. In the US you buy postage stamps and put them on mail to any other country in the world.

No. The Post Office will accept your overpayment and cancel stamp all the postage stamps, making them no longer usable.
