No you cannot tatoo a human baby in Pennsylvania unless you are atleast 1/50 Native American and on a reservation at the time of tattoing and the tribal authority has approved it. Otherwise you would be commiting an act of child abuse. There is however no rule on piercings?

It is a proven scientific fact that receiving a tattoo will not get you pregnant..... however, if you are pregnant at the time you get a tattoo, it will not cause your baby harm...
