Currently the most prominent example of an action that is ethical but illegal is the medical use of marijuana. But the fact that some people have a medical need for marijuana does not make it ethical to use it recreationally, which is still unethical (although perhaps no more unethical than the recreational use of alcohol or tobacco, which of course is legal). Jaywalking, which is always illegal, is perfectly ethical as long as it is done safely at a time when there is no traffic in the street (but if you want to consider this to be an invitation to jaywalk, bear in mind that in some situations there are going to be cars turning onto the street that you cannot necessarily predict, so exercise caution!). Bureaucratic regulations are often interpreted in ways that are inappropriate for a given situation. But there is always some risk in violating a law with which you do not agree, since the law will often be enforced anyway, whether it is a good law or a bad one, and the penalties can be quite serious.
