Only if the mother is ready for you to be trusted with her babies.Meaning.... my hamster had 12 babies and on three days after they were born, i put my hand in her cage to feed her and she got one of her babies in her mouth and dropped it onto my hand. that let me know that she was safe for me to touch her babies. the only reason i would wait for her to give you a sign is that, she may abandon her babies or eat them, if they have your scent on them and not hers. you must be really carefull with them. you can stroke them but don't get your scent all over them.... in other words pick them up, until she lets you. hope this helped..... :)
If you touch the baby hamster, your scent will get on it and the mother will not reconized it. If you separate a hamster before it is three weeks old, then it can die. It needs it's mother for... Other purposes that it cannot give itself

They might squeel if they're not used to you. If they are used to you and you touch them, then they will let you pet them and bite you if you try to threaten it.
A baby dwarf can be feed with warm milk after birth. My advice is that you should let the mother feed the baby hamster as the hamster is blind & you can't touch. If it does not have a mother feed it fresh milk without touching it.
