Yes, but it would hurt very badly. Fire, like all things, is composed of matter. In fire's case, that matter is called plasma (as opposed to solid, liquid or gas). All matter takes up space and therefore can be touched.
I do not want to give a definite answer, but allow me to tickle your brain. Think of it two ways.
First, light can be the projection of particles moving at the speed of 299,792,458 meters per
second, causing ionisation of the gases and form plasma. Then, we can touch light.
But if you think of light as of a dimension of its own, existing outside the 3-dimensional
Euclidean space, in a dimension where we can only see the light, then we can't touch light.
