You can, but only in neutral. Otherwise you could damage your transmission. And you would want to turn your key back to the on position so you can still turn the wheels without the steering wheel locking. I'm fairly sure it's illegal though.

Turn the wheel clockwise.

If you can't turn the key in the ignition try jiggling the steering wheel while turning the key

It varies from car to car. In my experience it does help to have the ignition on or the engine running while adding air to the tires.
