yes, you can, but they are slightly wider, and may rub a bit, check clearance first!
Yes, you can use a replacement tire of 175-65-r15 for a 195-55-r15 rim.
My 2005 PT Cruiser uses 195/65R15
My Diamante does

You can use a 195/55-15 but I would advise against it. With this swap your speedometer will show 58.8 at a true 60 mph. A much better swap would be to go with a 205/50-15. With this swap your speedometer will show 59.8 at a true 60 mph. All other factors of the tire will be almost identical to the 195 except the section width which will be .79" wider.
A lot of people use 205/60 r15. There are some people, in order to slightly raise the ground clearance even go as large as 205/65 r15.
You can but know that your speedometer will be 1.2 mph too fast at 60 mph. Your engine will also be turing an additional 16.6 rpms at 60 mph and the engine will use more fuel. As a result your mileage will suffer. This is not a good idea and I recommend you stick with the OEM size.
If you have 15 inch rims, use 195-60r15.
It is ok, but lessens your overall stopping capacity, - WHY would you want to do that .
