Better answer: Generally the post office can reject the letter if it has a foreign postage stamp. However, they can't if it has return address in the country where your stamp is from. Major organizations do this postage shopping, so it could almost be called an industry practice. Sometimes the IRS mails letters with British stamps to American abroad, when the correspondence itself is directly from the Austin, TX campus (answers to form W-7 "Application for Taxpayer Identification Number"). Harvard Business Services from Lewes, Delaware is also known to mail letter with French stamps that have a French return address but where sent from the US. I have also myself mailed letter from different countries with American stamps. The key was always to use a US return address. Then the letter was always delivered to the correct recipient in the US without any issues. I also once mailed a letter from Germany to the UK, using a Royal Mail stamp I purchased off the internet.

Try and see if it works for you. Drop the letters in a mailbox; it will be unnecessary to talk to the post office clerk since probably they have no idea and they have to ask their co-workers and you will be wasting their time because 90% of the time they will take the letter even if they are unsure. Been there, done that.

No. You can only use them to send letters to Ireland from America. You cannot use American postage stamps in Ireland. You would have to use Irish postage stamps to post anything in Ireland.
