Nope it is only available in 27 countries and SL is not one of them :(

However If you can manage to enter a different billing adress (for example I entered Punjab India) you'll be able to play o xbox live. However you cannot buy goods via the Xbox when you do this. However if you can buy your Xbox addons and passes from places abroad you'll be able to redeem the codes in Sri Lanka ob your Xbox.

Sigh by the time SL gets live...
