Of course that depends on what you mean by "16-inch". If you mean 16 inches thick with much bigger height and length then - no.

If you just mean 16 inches wide then Yes. The general rule is that it needs to fit under the seat or in the overhead storage compartment. Since 16 inches wide is about the size of a briefcase, it can be taken as a carry-on. I take computer cases bigger than that as carry-on all the time.

The actual restrictions are:

  • Baggage may not exceed 45 linear inches (or 115 cm) in combined length, width, and height.

Most airlines will have a frame near check-in counters and another near the gate that you can use to measure your bag. Carry-on luggage should fit easily in this "Carry-on Baggage Check frame" which is approximately 22" x 14" x 9" (or 56 x 36 x 23 cm).
