In many places, yes. The New York Public library specificly lists matricula consular on its list of acceptable id. One notable exception is Colorado, which has passed a state law explicitly prohibiting this.

How can you get ID if you're not legal?

You can use the passport from your country of citizenship. A foreign passport is acceptable as identification for many purposes, but do not show your address. Some countries, such as Mexico, issue national ID cards showing the address of one's foreign residence (i.e., "matricula consular"). I believe there are one or two states that will still issue a driver's license to an alien without a green card, but states are beginning to implement the provisions of the RealID Act of 2005 which prohibits that. An alien cannot legally obtain a social security card or a US passport or passport card.

Do they allow consular id cards?

I assume you are referring to the "matricula consular" photo ID card issued to Mexican citizens residing in the United States. Their acceptance varies by jurisdiction. I have seen them accepted in New York City for purposes of cashing a check, opening a bank account, showing ID to a police officer, using a credit card at a retail store. I have also seen them rejected by bar bouncers as not being sufficient for proving age. I believe some of the new Arizona-style state immigration statutes stipulate that they are not to be accepted for any purpose as legal identification.

Can you use a matricula consular to purchase a firearm?

If you mean the purchase of a firearm from a dealer in the US by a person that is not a citizen or permanent resident of the US- not by itself. An non-resident alien LEGALLY present in the US may purchase a firearm under limited circumstances. They will need a minimum of two pieces of ID- one must be a government supplied photo ID that shows address- but you will still need to show legal presence in the US, or that you meet those limited circumstances for a non-resident- and a consular card does not do that.
