I have bought flowers that are tagged as annuals due to the grow zone I'm in. However, I heavily mulch(about 2-3 inches of mulch/leaves) the plants and most of them have come back. They do take a bit longer to wake up in the spring. I am in zone 4b and have plants/flowers that normally grow in zone 6. Never say never! Hope that answers the question.

Petunia are tender perennials in zones 9-11. In lower zones, petunias are annuals. They don't like weather much below 60 degrees Fahrenheit.
