You can certainly make a fabric canopy ceiling, but burlap isn't the best choice because it tends to shed and it doesn't hold it's shape very well. If you are looking for something inexpensive you'll be better off with muslin. Even bed sheets will work.

I live in a basement apartment. If the real question is what is the "minimum" height for a basement apartment - I would say it is what I am in. Which is 82 inches tall. Which is 6ft 10 inches. I can touch the ceiling but it is still comfortable.

Possibly, you should cut a hole into the ceiling and let the remaining water out. If it all dries out (use fans or other ventilation), then you just need to repair the hole. Use kilz under the paint to cover the marks caused by the leakage. If the water was not clean, it might be best to remove the wet ceiling and replace the wallboard so that you do not develop mold or other problems.

What is above your ceiling. Chances are it is a leaking pipe (probably a waste pipe-ick) or condensation from around your air ducts. Is this a house? Leaking on 1st level or a basement? Is it a "drop" ceiling?
