wax do not freeze on top of the candle because the heat on top of the candle makes it melt and as we know heat makes solid melt.
I'm thinking you don't want to burn the candle but would like to enjoy it's scent. If that's the case, purchase a candle warmer. There are three basic types: One is like a small Crock Pot. A candle jar is set inside and the pot warms the entire candle, melting it and releasing the fragrance. A mug warmer is similar, but the candle is warmed from the bottom up. This takes longer for the wax to melt and fragrance to be released. A top heat lamp is available, This warms the top of a jar candle and releases the scent. Only about the top 1-2" will melt at once. Pour off melted wax after a while if you want more fragrance.
