evaporated milk is liquid milk that has been condensed to twice the concentration.

If you add twice the amount of dry milk as directed to mix with water, this can be substituted. It will taste a bit different though as evaporated milk often has fat and is sweeter as some lactose breaks down when it is heated during the condensing process.
